Turkey has indicated that it will intervene in grain shipments coming out of Ukraine, contradicting the agreement reached by Russia, Ukraine, and the UN. Zeihan explains that Turkey’s foreign strategic policy has always been about making choices and evaluating its neighborhood on a case-by-case basis. 

Over the past two years, there has been a significant shift in the power balance, causing Turkey to reassess its relationships. This has led to improvements in relations with countries like Israel and a reevaluation of its stance towards Russia. Negotiations on the transfer of military technology and equipment, such as F-16s and drones, have also resumed. While this shift is welcomed by the West, it is a cause for concern for countries like Russia, particularly in conflicts such as the Armenia-Azerbaijan conflict.
